Na Zambézia, a cerimónia teve lugar no Estabelecimento Penitenciário Provincial, sob orientação do respectivo director, Álvaro Arnança, para quem o indulto é o culminar de um processo de reabilitação bem-sucedido. Arnança disse que os indultados deram provas de um bom comportamento no cumprimento das penas. A secretária de Estado na Zambézia, Cristina Mafumo, disse serem necessários o acompanhamento e integração dos indultados na sociedade, com vista a ganhar espaço para a sua reinserção e convivência harmoniosa. Mafumo apelou, entretanto, aos indultados para colocarem em prática todo o saber apreendido durante a reeducação nas penitenciárias.
